Does Shome’ah Ke’onah Work for לחבירתה הסמוכה ברכה?

R’ Yitzchok Zilberstein (Kanfei Ruach, Perek 22, he’orah 1) is in doubt if Reuven made a berachah achronah on some food he just ate, and then immediately recites Tefillas HaDerech, if Shimon who listens to Reuven’s Tefillas HaDerech also gets the advantage of the berachah being ברכה הסמוכה לחבירתה. Does it make a difference if Shimon isn’t also obligated in the berachah achronah? Perhaps this would depend on the famous dispute between the Beis HaLevi and Chazon Ish regarding how shome’ah ke’onah works.
